Yael Bromberg, Esq. is a constitutional rights attorney and a national expert on voting rights and election law. She is an editor and co-author of a new book, Youth Voting Rights: Civil Rights, the Twenty-Sixth Amendment, and the Fight for American Democracy on College Campuses (2026). She is the architect of the Youth Voting Rights Act, comprehensive legislation to enforce the Twenty-Sixth Amendment, which will be reintroduced in Congress this fall.
Bromberg’s constitutional rights practice is bolstered by over twenty years of experience in community organizing, advocacy, and campaigns. She counsels and represents a range of clients, including candidates, electeds, unions, and nonprofit organizations in state and federal courts across the country.
Bromberg teaches election law at the Washington College of Law of American University and previously taught at Georgetown University Law Center and her alma matter Rutgers Law School. With the support of the Mellon Foundation, she designed a national undergraduate democracy course, which she teaches with faculty across four institutions, including three HBCU’s: Prairie View A&M University, Tuskegee University, and North Carolina A&T University, in addition to Bard College.
Bromberg’s national democracy contributions were first fostered closer to home in New Jersey. Her family immigrated to New Jersey, and she and her two siblings are proud double-alumni of Rutgers. Bromberg graduated from Douglass College, worked as principal researcher on a study with the Rutgers School of Labor and Management Relations, and graduated from Rutgers School of Law where she was a Kinoy/Stavis Fellow in the Constitutional Rights Clinic and received numerous awards. She then went on to clerk for nearly three years with the Honorable Dickinson R. Debevoise of the United States District Court for the District of New Jersey.
Bromberg was recently recognized for her precedential federal litigations on behalf of Senator-elect Andy Kim and New Jersey Working Families to reform the primary ballot in New Jersey. She and her co-counsel were recognized as NJ Attorney of the Year in 2024 and received the first inaugural Reclaiming Our Democracy Award by NJ Citizen Action.
Bromberg is a regular news commentator and contributor on democracy issues, and is featured on NPR, CSPAN, The New York Times, and in various publications and podcasts. She lives in Washington, D.C. with her husband Rabbi Scott Perlo and two boys, and their new mutt, Penny.
